New Patriot Act Provision Creates Tighter Barrier to Officials at Public Events

WASHINGTON — A new provision tucked into the Patriot Act bill now before Congress would allow
authorities to haul demonstrators at any “special event of national significance” away to jail on
felony charges if they are caught breaching a security perimeter.

Sen. Arlen Specter , R-Pa., chairman of the Senate Judiciary Committee, sponsored the
measure, which would extend the authority of the Secret Service to allow agents to arrest people
who willingly or knowingly enter a restricted area at an event, even if the president or other official normally protected by the Secret Service
isn’t in attendance at the time.

The measure has civil libertarians protesting what they say is yet another power grab for the executive branch and one more loss for free speech.

“It’s definitely problematic and chilling,” said Lisa Graves, senior counsel for legislative strategy at the American Civil Liberties Union , which has written letters to the chairmen and
ranking members of the House and Senate Judiciary Committees, pointing out that the provision wasn’t subject to hearings or open debate.

Some conservatives say they too are troubled by the measure.

Utah Peace Train

Tom King, a Green Party of Utah member and participant with People for Peace and Justice of Utah appeared in the KCPW Radio Program Miday Metro, speaking about the Utah Peace Movement. Tom appeared with another guest from another newly formed Utah Peace Organization.

Proposal 186 is in the voting phase

Utah’s first proposal to the GPUS National Committee, Proposal 186, is now being vote on. So far (as of this evening) the vote is 18 “yes” and 6 “no”(24 Total Votes Received from 17 States/Caucuses). A 2/3 majority is required for the proposal to pass. That means 32 states and caucuses or more have to participate to achieve a quorum. For the proposal to pass it needs 2/3 (66%)of the total of “yes” and “no” votes of the total “yes” and “no” votes (again if quorum has been achieved.

Proposal 186

Formerly known to its sponsors as “List serve protocol guidelines” proposal, the Green Party of Utah initiated a proposal for developing guidelines for list serve etiquette on the national GPUS lists. Several states joined in developing the proposal and signed on as co-sponsors. It took weeks to develop.

When the proposal was submitted for discussion, there was a lot of discussion. At the request of the presenters, many folks were welcoming to such a proposal and submitted constructive feedback and suggestions for modifying the language. A few others were harshly and very loudly critical of even having such a proposal, stating that having such was an “infringement on free speech”.
